IE-2009-0357 | AT&T Request for Waiver of General Distribution Requirement for White Page Directories

On April 2, 2009, Southwestern Bell Telephone d/b/a AT&T Missouri (AT&T) filed an application for waiver of the PSC’s general distribution requirements for white page directories. AT&T requested “the option to provide a paper copy of the residential white page telephone directory to households and businesses in its service territory only upon request (and at no charge).” If the waiver is granted, AT&T indicated that it would initially distribute the AT&T Real Yellow Pages in the St. Louis and Kansas City markets, along with information about how customers could receive a printed white page directory at no cost.
On June 16, 2009, AT&T, PSC Staff, OPC, Charter Communications, and the Communications Workers of America filed a unanimous stipulation and agreement. The stipulation includes various commitments by AT&T, including the commitments to: (a) provide the Real Yellow Pages to all households within its St. Louis and Kansas City Metropolitan Calling Area (MCA) service area; (2) provide information along with the Yellow Pages about how to receive a free printed white pages directory; (3) provide a free white page directory to those customers that request one; and (4) work with the media to educate customers about the change and how to request a directory. The stipulation indicated that the waiver would have no impact on the way that AT&T provides printed white page directories to the independent local exchange companies that participate in the MCA. AT&T also agreed to seek additional waiver(s) to the extent it may wish to discontinue automatic distribution of its white pages to other areas of Missouri that are not a part of the MCA.
On June 18, 2009, the Commission discussed the case and agreed to hold an on-the-record presentation on the stipulation as well as local public hearings in St. Louis and Kansas City. The Commission has scheduled the on-the-record hearing for 11:00 a.m. on July 8 at Harris-Stowe University in St. Louis, followed by a local public hearing at 6:00 p.m. Another local public hearing at the Kansas City Public Library is scheduled for July 6 beginning at 6:00 p.m.
