TracFone Wireless and Nexus Communications d/b/a TSI Requests for ETC Designation for Lifeline Purposes
On March 9, 2009, TracFone Wireless, Inc. filed an application for designation as an Eligible Telecommunications Carrier (ETC) in Missouri for the limited purpose of offering wireless Lifeline Service. On May 20, 2009, PSC Staff filed a recommendation to grant the ETC application with various conditions, including the condition that TracFone comply with the PSC’s proof of eligibility rules. On June 19, 2009, TracFone filed a response and petition for waiver requesting that the PSC waive its proof of eligibility rules and allow TracFone to use the federal “self-certification” rules for customer eligibility.

On April 15, 2009, Nexus Communications d/b/a TSI filed a similar application seeking designation as an ETC for the limited purpose of offering wireless Lifeline and Linkup Service in AT&T’s non-rural exchanges.

The PSC scheduled an on-the-record presentation for July 7, 2009 to examine the implications of these two applications and consider issues such as their impact on the federal Universal Service Fund.
