Deaf Relay Service and Equipment Distribution Fund
On June 28, 2005, the Commission issued a Report and Order that raised the Deaf Relay surcharge from $.10 per month, per access line to $.13 per month, per access line effective September 1, 2005. The Commission also found that companies collecting the surcharge should continue to retain the greater of $30.00 or one percent (1%) each month as cost recovery of the billing, collecting, remitting, and administrative costs attributed to collection of the surcharge. Companies that collect less than $30 are allowed to keep that amount but are not allowed to recover the difference. Local exchange companies are required to notify their customers of the increase by a notice included with or printed on each customer’s bill.

On July 13, 2006, the Commission's Staff issued its Program Fund Report for the Fourth Quarter of Fiscal Year 2006. Staff reported a balance of $2,110,372 in the Deaf Relay and Equipment Distribution Fund, which is an increase of about $199,548 (or approximately 10%) from the March 2006 closing balance of $1,910,789. The Report showed FY 2006 average monthly receipts of $388,283 and average monthly expenditures of $380,500.
